Bush was in a school reading a book to children on 9/11. But it made no difference to the outcome. The president of the USA has a massive command infrastructure at his beck and call. He can be transfered to Air Force One at a moments notice and be connected to US forces in any part of the world. He could lead the country from Air Force One as well as he could from the White house.

But to answer the why should they part. Because he is The President of the United States of America! Every GI knows RHIP (Rank Has Its Priviledges). Only people who do not understand that the Commander in Chief (CINC) is afforded protections. Also, no President is ever off the clock while in office, unless due to extenuating circumstances and the power of the office is shifted to the Vice-President. I am amazed.
